Programme objectives
The objectives of the Higher Secondary Stipend Programme (HSSP), is to encourage the education of poor students up to higher secondary level. The programme pays particular attention to female students (aiming at supporting 40 per cent of total female enrolment and 10 per cent of total male enrolment), as it aims at promoting reducing inequality between men and women.
Programme components
The programme covers educational fees and provides some extra income as an incentive to stimulate school attendance, to compensate for the indirect
opportunity costs of attending school.
Conditionalities (if any)
The programme applies a varied set of conditionalities, including hard conditionalities related to school enrolment, attendance and performance, as well as soft conditionalities related to sexual and reproductive choices (i.e. remaining single and not becoming pregnant). Participating students must remain unmarried up to the higher secondary school and equivalent examination and attend 75 per cent of classes conducted in an academic year. Female students must continue their studies without break.
Coverage
Under the 2018-19 budget, 722,000 people are expected to be covered whereas 678,000 people were covered in 2017-18 budget.

BDT160.00 crore (1 crore = 10 million) are budgeted for this programme for the 2018-19 fiscal year.

Eligibility criteria
Land ownership and households’ annual income are supposed to be below certain thresholds (0.75 acres and BDT 75,000 respectively). People living with disabilities, orphans, insolvent freedom fighters and children from disaster-affected or distressed households should be given preference. Selection committees for identifying poor students should be established in both non-governmental and governmental education institutions, with the application of a ‘pro-poor methodology’ in the selection process.

(i) Grade 11: BDT 175 monthly stipend for science, BDT 125 for others; BDT 50 per month for tuition; BDT 700 per year for books for science, 600 for others.
(ii) Grade 12. BDT 175 monthly stipend for science, BDT 125 for others; BDT 50 per month for tuition; BDT 900 per year for tuition fees for science, 600 for others.
Benefit delivery mechanism
Transfers are distributed via mobile banking.
Benefit recipients
Students themselves or their guardians. In case the benefit recipient does not own a mobile phone, a proxy can be nominated.
Minimum and maximum duration of benefits (if any)
Benefits last for the duration of beneficiaries’ studies.
MIS
The database of beneficiaries is currently maintained by a private firm and is not possessed and administered by the Department / Projects. There is no proper MIS and the data is also not being hosted at the BCC [Bangladesh Computer Council].”
