What works in the delivery of Adaptive Social Protection? Improving G2P Payments for Recipients

Countries use a variety of approaches to deliver cash transfers to poor and vulnerable groups in response to the Covid-19 pandemic, from bank accounts, mobile money to digital vouchers, physical cash, and other mechanisms. In many instances, the COVID-19 pandemic has worked as an accelerator for the modernisation and digitization of Government-to-Person (G2P) payments.
Modern G2P delivery models, that involve multiple payment providers, offer recipients choice in terms of how and where they receive and withdraw their payments. This in turn leads to better outcomes for poor people and especially poor women.
The Consultative Group to Assist the Poor (CGAP), a think tank housed at the World Bank, in cooperation with the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) GmbH on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ), support countries to modernise the delivery of G2P social payments by offering tailored advisory services for the introduction of modern, inclusive and adaptable disbursement systems for government transfers to individuals.
This virtual and interactive seminar presented international experiences on delivering ASP in practice highlighting the challenges and opportunities for the introduction of digital G2P payment mechanisms.
The event aimed to:
- Provide a deeper understanding of the role of digital payment mechanisms in the delivery of (adaptive) social protection;
- Highlight the benefits of G2P model of “choice” and derive implications for the design of G2P payment mechanisms;
- Showcase and discuss concrete and operational country experiences of operationalizing improved modern G2P payments.
The framing presentation of the event was be provided by CGAP, followed by some country presentations and interactive discussions.

The series, organised by the GIZ Global Program Social Protection Innovation and Learning (SPIL) on behalf of the German Federal Ministry for Economic Cooperation and Development (BMZ) in cooperation with socialprotection.org and other partners, aims at informing the global public policy dialogue on building back better systems and better preparedness for future shocks.
