In the current environment of rapidly expanded government-led social protection schemes coverage of the most vulnerable has been a key discussion point especially in the SP and humanitarian cash transfers space. Seen as primarily a ‘humanitarian’ caseload, forcibly displaced have different underlying legal frameworks (and sets of dividends) with real consequences on their ability to access social protection systems. With 2/3 of the forcibly displaced populations in protracted situations, this webinar, planned with the United Nations High Commission on Refugees (UNHCR) aimed to present an overall vision of inclusion in social protection systems via humanitarian and development efforts, where COVID is an additional accelerator, blocker or opens up new opportunities for inclusion. It shared examples from the field, explored funding mechanisms, and started to look ahead from social assistance to possible labour market interventions that deploy the use of cash. We presented examples from Mauritania, Republic of Congo, and Brazil. This webinar was linked to the one on 16 June which looked at emerging practice from UNHCR for humanitarian cash transfers in displacement settings; this webinar took the frameworks presented there one step forward and brought in examples of other agencies and more in-depth exploration of linking to social protection systems. The webinars are part of activities linked to World Refugee Day (20 June).
