Recent crises triggered by climate change, the COVID-19 pandemic and the war in Ukraine have had devastating consequences for people around the world, with poor and vulnerable populations particularly affected. Governments everywhere have turned to social protection programmes to cushion the social and economic effects of these shocks and to ensure people’s livelihoods. In a world confronting multiple global crises, investments in adaptive social protection systems are urgently needed.

Adaptive social protection (ASP) relies strongly on cross-sectoral collaboration and a robust digital backbone. Where such ASP systems are in place, needed support can be provided quickly and in a targeted manner. Despite growing recognition of the need for ASP, implementation still poses major challenges.

The Global Forum on Adaptive Social Protection strengthened international commitments in support of ASP. It took stock of ASP implementation so far to derive lessons for the future. The event was hosted by the German Federal Ministry for Economic Cooperation and Development (BMZ) and the World Bank Group, and implemented by the Deutsche Gesellschaft für Internationale Zusammenarbeit (GIZ) in cooperation with partners and with support from UNDP and socialprotection.org.

It took place in Berlin from 13 to 15 June 2023 and was presented in English, but some sessions featured simultaneous interpretation into French and Spanish. The Opening, Closing and Plenary sessions were also livestreamed. Please find below the recordings of the Opening and Closing sessions:

Written summaries of all sessions can be found on the Healthy DEvelopments website and a series of five teaser blogposts on each ASP building block was developed by the socialprotection.org team.

In this video summary, Ministers in charge of social protection from different countries, as well as Directors, Managers and Chiefs of international organisations acting in this field, present a quick overview of the main discussions covered by the Global Forum.

In the Quick Wins segment of the July episode of the Social Protection Podcast, Ralf Radermacher, Head of the Social Protection Sector Initiative at GIZ, also shared some key takeaways from the event.
