This episode marks the seventh session of the Arab Social Protection Compass webinar series, titled "Towards Integrated Approaches for Universal Social Protection”. The episode presented and discussed the key findings of the ILO’s World Social Protection Report 2024-2026, with a  special emphasis on the role of social protection in advancing climate action to transition to a more sustainable world of work in the Arab Region.

The world has surpassed the important milestone of having more than a half of the population (52.4 per cent) for the first time covered with at least one social protection benefit. Nevertheless, as many as 3.8 billion people around the globe remain without access to any social protection. Social protection coverage gaps are particularly striking in the Arab region, where only about one third of people living in the region have access to any form of social protection. In spite of commitments to the strengthening of social protection systems, including through the regional ministerial Declaration on the Future of Social Protection in after COVID-19 and a number of important reforms underway, progress with the extension of social protection to all across the region appears to be stagnant. This is related to the nature of social protection systems and labour markets in the region, the composition and levels of social protection financing, and the impact of protracted humanitarian crises.

The session explored and interrogated the latest results from the World Social Protection Report, discussed the structural factors that shape the social protection landscape in the region, and proposed reflections on outstanding challenges and emerging opportunities.

A subsequent episode in early 2025 will put more dedicated emphasis on the thematic focus of the last World Social Protection Report: "Social Protection for Climate Action: Exploring Pathways to a Just Transition in the Arab Region".

هذه الجلسة هي الحلقة السابعة من سلسلة الندوات عبر الانترنت، "بوصلة الحماية الاجتماعية العربية"، بعنوان "نحو نُهج متكاملة لتحقيق الحماية الاجتماعية الشاملة". تتناول الجلسة عرض ومناقشة النتائج الرئيسية لتقرير الحماية الاجتماعية العالمي لمنظمة العمل الدولية 2024-2026، مع التركيز على دور الحماية الاجتماعية في تعزيز العمل من اجل المناخ والانتقال إلى عالم عمل أكثر استدامة في المنطقة العربية.

تجاوز العالم محطة هامة لأول مرة من خلال شمول أكثر من نصف السكان (52.4 في المائة) في منافع حماية اجتماعية واحدة على الأقل. ومع ذلك، لا يزال نحو 3.8 مليار شخص حول العالم محرومين من أي شكل من اشكال الحماية الاجتماعية. الفجوات في تغطية الحماية الاجتماعية واضحة بصورة خاص في المنطقة العربية، حيث يتمتع نحو ثلث السكان فقط بشكل واحد على الاقل من اشكال الحماية الاجتماعية. وبالرغم من الالتزامات بتعزيز نظم الحماية الاجتماعية، بما في ذلك من خلال الإعلان الوزاري الإقليمي بشأن مستقبل الحماية الاجتماعية بعد جائحة كوفيد-19، والإصلاحات المهمة الجارية، يبدو أن التقدم في توسيع نطاق الحماية الاجتماعية ليشمل الجميع في المنطقة قد توقف. يرتبط ذلك بطبيعة نظم الحماية الاجتماعية، وأسواق العمل في المنطقة، ومستويات تمويل الحماية الاجتماعية وتركيبتها، وتأثير الأزمات الإنسانية الممتدة وطويلة الأمد.

تستعرض هذه الجلسة نتائج تقرير الحماية الاجتماعية العالمي 2024-2026 الأخير؛ وتناقش العوامل الهيكلية التي تشكل مشهد الحماية الاجتماعية في المنطقة؛ وتقترح رؤى وأفكارا بشأن التحديات المعلقة والفرص الناشئة.

ستركز حلقة قادمة في أوائل عام 2025 على الجوانب المواضيعية لتقرير الحماية الاجتماعية العالمي الأخير، "الحماية الاجتماعية للعمل المناخي: استكشاف مسارات انتقال عادل في المنطقة العربية".

This was the seventh session of the Webinar Series "Arab Social Protection Compass. Towards Integrated Approaches for Universal Social Protection", organised by the International Labour Organization (ILO) in collaboration with the International Social Security Association (ISSA). The initiative intends to put a spotlight on reforms and programmes geared towards fostering integration within social protection across the region and beyond, while contributing to stir discussion at the national level. Throughout the series, speakers will delve into both the the theoretical underpinnings and practical implementations of specific reforms, aiming to inspire a broad audience of practitioners to replicate or scale up similar interventions.
