This action plan was drawn up in implementation of the European recommendation on access to social protection for workers and the self-employed.This Recommendation forms part of the implementation of the European Pillar of Social Rights. Principle 12 of this pillar provides that "Regardless of the type and duration of their employment relationship (...), workers, and, under comparable conditions, the selfemployed, have the right to adequate social protection". This Recommendation is a political commitment by the Member States to give all workers access to adequate social protection without prejudicing their competence regarding the resources used to achieve this objective.
