Beneficiaries are selected from a government-developed poverty list which covers all 47 counties. To ensure that the programme reaches the neediest households, this list is verified at the local level by the communities themselves.

Cobertura
23,500 households are currently covered by the programme. The National Hospital Insurance Fund (NHIF) aims to scale up the programme to reach 9 million beneficiaries by 2017.
