Who contributes? Re-thinking “Non-contributory” within a citizenship paradigm
The words we use, and how we use them, can either perpetuate or challenge dominant power structures and their associated discourses. Such is the way with the term ‘noncontributory’ as it applies to that set of social protection interventions frequently cast in opposition to their ‘contributory’ counterparts.
