A universal basic income for all: Can South Africa afford this pro-poor instrument?

The COVID-19 pandemic has threatened the health and livelihoods of millions of people. In South Africa's existing context of poverty, inequality, and unemployment, it was an added burden, leading to vibrant debates on how to support the most vulnerable members of society.
