Namibia Social Protection Floor Assessment: Executive Summary
OPM were commissioned by the Government of Namibia and the International Labour Organisation (ILO) to conduct a social protection floor assessment for the country. The team worked with the Ministry of Labour and Social Welfare to complete an inventory and assessment of existing social protection schemes, profiling vulnerable groups, identifying needs and gaps in coverage and highlighting the performance, cost-efficiency and administrative efficiency of schemes. Information was gathered through consultations with a range of stakeholders from a number of government ministries and social security institutions as well as workers organisations. In addition, the team conducted medium-term simulations of future social protection expenditures on agreed programmes and policy scenarios. These forecasts are providing the foundation for evidence-based planning and the measurement of progress towards targets embodied in the country’s National Development Plan, Vision 2030 strategy and Millennium Development Goals.
