Empowering Communities: Group Cash Transfers to Women’s Response Rooms in Khartoum, Sudan
On April 15th, 2023, violent conflict erupted in Sudan resulting in many deaths, a public health crisis, and the ongoing, large-scale displacement upwards of 8 million people, making Sudan the current largest displacement crisis in the world. The ongoing fighting between the Sudan Armed Forces (SAF) and the Rapid Support Forces (RSF) that began in Khartoum has spread across the country. Conflict-affected communities in Khartoum State are particularly underserved with a shortage of international organizations willing to navigate the fluid context and donors slow to deliver on their funding commitments. The lack of essential services available is affecting every facet of life, leaving those most marginalized, including women and children, without support. Grassroots local volunteers formed the Emergency Response Rooms and Women’s Response Rooms and have become the main avenue for assistance provision in Khartoum alongside a few remaining local organizations working to support the population. CORE and NIDAA have partnered to deliver life-saving assistance in Khartoum since 2023, including but not limited to Multi-Purpose Cash Assistance (MPCA) and Group Cash Transfers (GCT) to 11 WRRs. This learning brief focuses on GCT and includes findings to encourage uptake of the approach, with recommendations for scaling GCT in this context.
