Building Capacity for an Effective Social Welfare System: Food Stamps and Employment Services Consultant’s Report
The Food Stamp Program (FSP) supports food consumption and nutrition of the poorest households in Mongolia. In September 2021 it reached 200,000 people living in 40,000 households. The regulations of the program were modified in 2018 to ensure the provision of employment services and, more recently, participation in employment promotion activities among working age beneficiaries have become a condition for the continuous receipt of food stamps.
This report reviews the role of employment services for FSP beneficiaries using different data sources and collecting new data providing evidence to support future policy and implementation.
