Barriers to action: Gaps in financing for a just transition, social protection, and loss and damage in cities
The climate breakdown disproportionately affects those who have not only contributed the least to causing it, but who lack the means to address and adapt to it. The transition to a net-zero, resilient economy must therefore be a just and fair one that addresses historic injustices and prevents new ones. As home to large parts of national populations, their role as economic hubs, and often standing as the closest level of government to their residents, cities are uniquely positioned to drive a local just transition but face structural barriers to securing appropriate levels and types of finance and funding.
This report highlights the actions policymakers at various levels can take to improve access to funding and finance for a just transition in cities, highlighting the existing barriers and challenges cities face in accessing these resources.
