Advocacy Paper: Responding to the COVID-19 Pandemic in Afghanistan with an Unconditional Cash Transfer (UCT)

Based on a pre-existing awareness of vulnerable groups in Afghanistan, this report suggests a variety of social protection responses to the COVID-19 crisis in the country considering different scenarios of fiscal availability. The interventions proposed include a universal child grant and a universal female child grant with varying benefit amounts per household. The targeting methods proposed are combinations of geographical and categorical targeting to reach the poor who are not already included in the humanitarian response to this pandemic. Considering limited national capacity for shock response, this paper proposes additional steps to operationalise the suggested intervention.
