Actuarial analysis of the Zambia National Health Insurance Scheme and costing of the extension of coverage to Social Cash Transfer beneficiaries

This report presents an actuarial assessment of the National Health Insurance Scheme (NHIS) as of 30 September 2022, with projections spanning a 10-year period from 2023 to 2032. It further undertakes a preliminary costing analysis of extending the scheme to the “poor and vulnerable” in line with Section 16(c) of the Act. For application purposes, the term “poor and vulnerable” as defined in the Act, has been interpreted to mean participants in the national Social Cash Transfer (SCT) programme.
