Programme objectives

TEKOPORÃ is a conditional cash transfer program (CCT) that seeks to provide social protection to households living in poverty and improve the quality of life of its participants. From the beginning, the focus was the facilitation of the exercise of rights to food, health and education. In the present, it seeks to incorporate people with severe disabilities in situations of poverty and / or vulnerability, as well as indigenous communities. It is part of the social protection programs of the Ministry of Social Development - MDS (previously called Social Action Secretariat - SAS), together with the Propais II and Ñopytyvo programs.

i) Soporte alimentario (Food support); ii) Apoyo en educación y salud (Education and health support); iii) Apoyo adultos mayores (Support for the elderly); iv) Apoyo discapacitados (Support for the disabled); v) Apoyo a familias indígenas (Support to indigenous families); vi) Acompañamiento sociofamiliar y comunitario (Social and community support).
Conditionalities (if any)
i) Soporte alimentario (Food support): Health: Children and adolescents: attend health care centers for growth and development controls and vaccinations; Pregnant women: attending pre-natal checks. Education: Enrollment and regular school attendance of children and adolescents at schools and participation of adults in literacy programs of the Ministry of Education (MEC). Identification: Must have ID card. ii) Apoyo en educación y salud (Education and health support): Health: Children and adolescents: attend health care centers for growth and development controls and vaccinations; Pregnant women: attending pre-natal checks. Education: Enrollment and 85% school attendance of children and adolescents (6-18 years) and participation of adults in literacy programmes from the Ministry of Education (MEC). Identification: Must have an ID card. iii) Apoyo adultos mayores (Support for the elderly): Attendance to basic health check ups. iv) Apoyo discapacitados (Support for the disabled): Health: Attendance to basic health checks. v) Apoyo a familias indígenas (Support to indigenous families): The conditionalities, their control and follow-up are agreed according to the procedures established in the Consultation Protocol, which is a tool of the Social Action Secretariat (SAS) that respects the cultural diversity and autonomy of indigenous peoples, while guaranteeing their participation throughout the process of the program implementation. Sanctions: for non-compliance with conditionalities will be discussed in community assemblies and will vary from case to case.

Targeting and eligiblity

Target groups
Households in extreme poverty with pregnant women, widowed parents, elderly and / or children up to 18 years old, as well as people with disabilities and indigenous families.
Eligibility criteria
ii) Apoyo en educación y salud (Education and health support): Children up to 18 years, Pregnant women. iii) Apoyo adultos mayores (Support for the elderly): Elderly over 65 years old. iv) Apoyo discapacitados (Support for the disabled): Disabled people. v) Apoyo a familias indígenas (Support to indigenous families): Indigenous families in poverty situation whose familiy members include pregnant women, children between 0-14 years old, teenagers between 15 to 18 years old in dependent situation and/or disabled people.

Benefit delivery mechanism

Minimum and maximum duration of benefits (if any)
The maximum period of tenure: 6 years (if the eligibility conditions persist, the period is extended for two years and may be extended for up to 10 years). Families of indigenous peoples and persons with disabilities may remain in the program permanently, provided that they meet the criteria established by the Program.
