Programme objectives

Conditional cash transfer program with emphasis on vulnerable groups. It was created after the re-organization of three previously existing income transfer programs: Food Stamp, Outdoor Poor Relief and Public Assistance. In 2008 the program added an educational transfer similar to that of Oportunidades. In addition to this, it incorporated a bonus transfer for students who finish secondary education and enroll in higher education.Besides cash transfers, it provides free access to school lunch and health services in communities where it operates.

i) Health Grant: Health: Assistance to health center (frequency depending on each population category); Sanctions: The beneficiares that do not meet the programme conditions will be suspended until the compliance requirement is full; ii) Education Grant: Education: To be registered in a public school and have a monthly minimum attendance of 85%; Sanctions: The beneficiares that do not meet the programme conditions will be suspended until the compliance requirement is full.

Target groups
Poor families with children under 17 years, adults older than 60 years, people with dissabilities, pregnant and/or lactating women, and/or unemployed adults between 18 and 64 years.
Eligibility criteria
Instrument of selection: Beneficiary Identification System (BIS). i) Health Grant: Children under 59 months; Adults older than 60 years old; People with dissabilities; Pregnant and/or lactating women; Unemployed poors adults (between 18 and 64 years); ii) Education Grant: Children aged 6 to 17 years; iii) Post-Secondary School Grant: Children that finish secondary school and enroll in higher education; iv) Base benefit: All beneficiaries of the programme.
Amount of benefits
i) Health Grant: MInimum J$ 750 (2017); ii) Education Grant: MInimum J$ 750 (2017); iii) Post-Secondary School Grant: MInimum J$15000 (2017); Maximum per household:One transfer; iv) Base benefit: MInimum J$400(2017); Non-compliant beneficiaries receive a minimum benefit of $400.00 per month instead of no benefit at all. It was introduced under PATH in June 2010.
