Programme Details

Programme objectives

Conditional cash transfer programme (CCT) developed after the economic crisis that hit the country in 2003. It is part of the Social Protection Network of the Dominican government. It has facilitated the implementation of new cash transfers to different target populations through the Solidarity Card and ADESS (Administrator of Social Subsidies). It has also contributed to the creation of a social provision network (small businesses or commercial establishments) in priority areas of poverty, to which have access programme beneficiaries, ensuring the availability of food stocks of the basic food basket and strengthening small businesses by increasing their income and their integration into the formal banking system.

Conditionalities (if any)
i) Comer es Primero (Comer es Primero Food Scheme): Health: Attendance of health controls for children under 5 years old. Identification: Carry out the procedures to get the identitiy documents for the family members that do not have them (birth act and/or ID card). Training and information: Attendance of training activities in health; Sanctions:Definitive suspension if there is a breach of responsibility in three consecutive periods; ii) ILAE (Incentivo a la Asistencia Escolar / Incentives for School Attendance): Education: Enrollment and school attendance of at least 85%; Sanctions:Definitive suspension if there is non-compliance of the conditonalities in three consecutive periods (6 months).

Targeting and eligiblity

Eligibility criteria
Instrument of selection: Single System for the Identification of Beneficiaries (SIUBEN); i) Comer es Primero (Comer es Primero Food Scheme): All beneficiary households of the programme. ii) ILAE (Incentivo a la Asistencia Escolar / Incentives for School Attendance): Households with children between 4 and 21 years old. iii) Apoyo a los adultos mayores (Support for the elderly): Households with adults over 65 years old who do not receive pension nor salary. iv) BonoLuz (Energy consumption subsidy): Poor households receiving the subsidy Bonogas and identified by the SIUBEN. v) BonoGas (Gas consumption subsidy): Poor and lower middle class.

Amount of benefits
i) Comer es Primero (Comer es Primero Food Scheme): RD$ 700;Maximum per household: One transfer per household; ii) ILAE (Incentivo a la Asistencia Escolar / Incentives for School Attendance): The households in poverty and extreme poverty with one or two children or adolescents receive RD$300 monthly, with three children RD$450 monthly and with four or more RD$600 monthly; Maximum per household: Four recipients per family; iii) Apoyo a los adultos mayores (Support for the elderly): RD$ 400; iv) BonoLuz (Energy consumption subsidy): The amount is variable and corresponds to the value of the energy that the beneficiary household consumes with a maximum of 100 kilowatts: between RD$25.90 and RD$370.00 per month; v) BonoGas (Gas consumption subsidy): RD$228.00 per month;
