Programme objectives

The programme Pension for the Well-being of Elderly People (PBPAM) is the successor of the programme Pension for Elderly People, which was implemented in 2013 and was, in turn, the successor of the programme "70 and over", which started in 2007. The programme Pension for the Well-being of Elderly People seeks to guarantee access to social protection for non-indigenous people 68 years of age or older and indigenous people 65 years of age or older through the delivery of a bimonthly non-contributory pension, as well as through actions implemented in coordination with other government agencies that provide comprehensive attention to the users.

Sanctions: i) Direct economic allowance: Suspension of the monetary transfer for non-withdrawal of economic allowance in two consecutive occasions. ii) Single economic allowance for departure: The transfer is not delivered if the user's departure is not notified within 2 months after his/her death.

Targeting and eligiblity

Target groups
i) Indigenous people 65 years of age or older, mexicans by birth, who reside in Mexico and live in municipalities classified as indigenous. ii) Non-indigenous people 68 years of age or older, mexicans by birth and who reside in Mexico. iii) People between 65 and 67 years of age in the Register of Active Beneficiaries of the programme Pension for Elderly People, who were active as of December 2018.
Eligibility criteria
Instrument of selection: Identification document, document with home address (home service bill or receipt) and the application form to join the programme Pension for the Well-being of Elderly People. In the case of adults between 65 and 67 years of age, the Register of Active Beneficiaries of the programme Pension for Elderly People is used. Staff from the Ministry of Well-being perform home visits to incorporate and register the participants of the programme. The order of incorporation will be carried out according to the date of registration and according to the established criteria of territorial coverage. Mexican elderly people who meet the Eligibility Criteria and Access Requirements of the Program's Rules of Operation; according to age and ethnicity

Coverage and other information

Type of benefits
Cash for both economic allowances and (iii) complementary actions for the comprehensive care of elderly people that will be carried out through inter-institutional coordination with other areas of the Ministry of Well-being and government agencies that seek to promote: Services of the National Institute of Elderly People (INAPAM), access to Universal Health services, mechanisms that generate additional sources of income and community spaces where actions are articulated to guarantee the rights of the users of the programme.
Benefit recipients
i) Direct economic allowance: Direct user or designated representative. ii) Single economic allowance for departure: Representative or auxiliary adult, who may be a family relative of the elderly person or any person without family affiliation, but who has been in charge of the care of the elderly person. In the absence of the above, someone who has expressed his or her willingness to assist or help the elderly person to access the pension. This economic allowance will not be granted if a representative is not designated. In addition, the representative or auxiliary adult must not have received any economic allowance after the date of the death of the beneficiary to receive this benefit.

Registry of recipients: As of 30/07/2020, the Single Registry of Beneficiaries was established. Before 2020, the Register of Beneficiaries of the Pension for the Well-being of Elderly People was used, within which was the Registry of Active Beneficiaries of the Pension.
