Programme Details

Programme objectives

Conditional cash transfer programme (CCT). It began in 1990 as an emergency programme delivering subsidies without conditionalities, funded by the Honduran government. Between 1998 and 2006, it operated in parallel with the pilot project PRAF/IDB II financed by the IDB. It was targeted to different beneficiaries and offered its own transfers. At present, it delivers a set of bonuses for different population groups. In 2006, it became part of the Solidarity Network, an initiative that aimed to improve the intersectoral articulation of public benefits. In 2007, it began an effort to standardize its operating structure and performance with the PRAF / IDB III. It was replaced by the program bono 10000 (now called Bono Vida Mejor) in 2010.

i) Bono materno infantil (Maternal and child bonus); ii) Bono escolar de Primero a Sexto Grado (Bonus for education - First to Sixth Grade); iii) Bono tercera edad (Elderly Bonus); iv) Bono mano amiga (Friendly hand bonus); v) Bolsón Escolar (School backpack); vi) Bono DI-mujer (The DI-mujer project for women's comprehensive development); vii) Bono Juvenil Urbano Rural (Youth allowance for comprehensive family development).
Conditionalities (if any)
i) Bono materno infantil (Maternal and child bonus): attendance at health check-ups; ii) Bono escolar de Primero a Sexto Grado (Bonus for education - First to Sixth Grade): School enrollment and attendance; vii) Bono Juvenil Urbano Rural (Youth allowance for comprehensive family development): Daily school attendance and a minimum grade of 70%.

Targeting and eligiblity

Target groups
Families in extreme poverty with children under 14 years old enrolled through 6th grade, children under 5 years old with disabilities or at risk of malnutrition, pregnant or breastfeeding and/or elderly.
Eligibility criteria
Instrument of selection: Beneficiaries Registration System of Honduras (SIRBHO); i) Bono materno infantil (Maternal and child bonus): Children under 5 years with disabilities or at risk of malnutrition; Pregnant / breastfeeding women; ii) Bono escolar de Primero a Sexto Grado (Bonus for education - First to Sixth Grade): Children between 6 and 14 years enrolled through 6th grade in public schools; iii) Bono tercera edad (Elderly Bonus): Adults over 65 years; iv) Bono mano amiga (Friendly hand bonus): Young people living in areas of high social risk and adults who work in municipal landfills; v) Bolsón Escolar (School backpack): Children studying through third grade in public schools; vi) Bono DI-mujer (The DI-mujer project for women's comprehensive development): Women heads of households in poverty; vii) Bono Juvenil Urbano Rural (Youth allowance for comprehensive family development): Unemployed youth between 14 and 24 years.

Amount of benefits
i) Bono materno infantil (Maternal and child bonus): Transfer according to family composition (number of members eligible); Minimum HNL$ 96 (2009). Maximum number of beneficiaries per household: 3; ii) Bono escolar de Primero a Sexto Grado (Bonus for education - First to Sixth Grade): Minimum HNL$ 83 (2009). Maximum per household:One transfer per household; iii) Bono tercera edad (Elderly Bonus): Minimum HNL$ 50 (2009) ; iv) Bono mano amiga (Friendly hand bonus): Delivered HNL $30.00 (2 days a week) making a HNL $240 bonus per month (for 6 months)
Payment/delivery frequency
i) Bono materno infantil (Maternal and child bonus): Every four months. ii) Bono escolar de Primero a Sexto Grado (Bonus for education - First to Sixth Grade): Semiannual. iii) Bono tercera edad (Elderly Bonus): Annual. iv) Bono mano amiga (Friendly hand bonus): Weekly (twice). v) Bolsón Escolar (School backpack): Annual.
