Eligibility criteria
A household is eligible if it has been: • considered poor by the targeting system; • registered in the single beneficiary register; and • identified as having members who are able to work. People who are not considered eligible to work are: • household members who do not normally reside in the community; • young people under the age of 18; • older people over the age of 60; • lactating women during the first nine months after childbirth; • pregnant women; and • people who are sick or have disabilities and are unable to undertake even light work. The following groups have priority: female-headed households; households with members who have disabilities or are chronically ill; food-insecure households; households with a high dependency ratio; and households with orphans and vulnerable children.

Benefit delivery mechanism
Payrolls will be prepared by the districts every month in accordance with the attendance sheets submitted by the beneficiary committees and verified by the district technical staff and after assurances have been received from district staff and experts that the works have effectively been carried out. The payrolls will then be submitted to INAS, which will then make the necessary payment orders. Payments will then be made to beneficiaries every month using the payment arrangements and agents particular to each district.

Monitoring and evaluation mechanisms and frequency
The PASP is subject to ongoing and close monitoring and evaluation through a set of instruments, such as: annual monitoring of activities and targets associated with the output indicators; participatory approaches involving the government, civil society and international partners; making use of forums such as development observatories; annual review processes; and policy matrices with measurable indicators.
