Programme objectives

Conditional cash transfer (CCT) pilot programme, financed with an IDB loan (1568/SF-HO) and successor of the PRAF / IDB Tranche II programme. This programme was developed in parallel to the PRAF that is implemented with national funds and aimed to standarize operational structures and benefits of both programmes. The programme consists of two different modalities. The first is an "initial intervention" that includes only one cash transfer (Nutrition bonus) without any conditionality, but with promotion of the demand for education and health services; the second modality is an "integral intervention" that, in addition to the Nutrition bonus, delivers a health bonus and an education bonus, subject to conditionalities. The project is being closed, waiting for approval of the new credit operation with the Inter-American Development Bank (IDB).

Conditionalities (if any)
i) Bono de nutrición (Nutrition bonus): Health: 3 or 4 health workshops attendance yearly; Consumption of nutritional supplements for children aged 5 years; Mothers must receive nutritional support; ii) Bono de salud (Health bonus): Health: 3 or 4 health workshops attendance yearly; Vaccinations schedule compliance and health checks for children aged 5 years; Mothers must do health checks and institutional births; iii) Bono educación (Education bonus): Education: No more than 9 unexcused absences per quarter; Children 13 or 14 years old who have not finished sixth grade, but have met attendance requirements, may continue to receive the bonus. Sanctions: Children 13 or 14 years old who have not completed sixth grade and have not fulfilled the conditionalities are not entitled to receive the bonus.

Eligibility criteria
i) Bono de nutrición (Nutrition bonus): Children under 6 years at risk of malnutrition or disabled; Pregnant / breastfeeding women; ii) Bono de salud (Health bonus): Children under 5 years; Pregnant / breastfeeding women; iii) Bono educación (Education bonus): Children between 6 and 14 years enrolled through 6th grade in public schools.

Amount of benefits
i) Bono de nutrición (Nutrition bonus): Minimum HNL$ 146 (2009); ii) Bono de salud (Health bonus): Minimum HNL$ 64 (2009); iii) Bono educación (Education bonus): Minimum HNL$ 125 (2009). Maximum One transfer per household for each component.
