Programme components
The programme seeks to address the care of orphans and vulnerable children through: • institutional support, which involves social workers, psychosocial support (counselling), material support, shelter and support visits, and may include temporary housing/foster care and assistance in obtaining birth certificates; • material support, which includes a food basket, clothing, blankets, gas cylinders and gas stoves, school uniforms and transport subsidies for school attendance.

Eligibility criteria
An orphan is defined as any child (younger than 18) who has lost both parents or the single responsible parent. A vulnerable child is defined as any child (younger than 18) who: lives in an abusive environment; or in a poor family with limited access to basic services; or is the head of a household; or lives with sick parents or outside family care; or is HIV-positive.
