Programme objectives
Lebanon’s Ministry of Social Affairs (MOSA), in partnership with the European Union (EU), UNICEF and the International Labour Organization (ILO), launched the country’s National Disability Allowance (NDA). The allowance is a social grant that will provide a direct income support to persons with disabilities living in the country. The NDA was designed to strengthen the existing national programmes and services dedicated to people with disabilities. The NDA aims to support individuals with disabilities to face the extra cost of disability and facilitate their access to key services.

Eligibility criteria
To benefit from the programme, the person with disability should be:
1. Alive and residing in Lebanon;
2. Born between 1995 and 2005 (inclusive);
3. In possession of a valid personal disability card issued by the Ministry of Social Affairs, and has given consent on sharing personal data with an external entity under the supervision of the ministry.
While the programme is meant to be universal for all people with disabilities in Lebanon, priority is given during the initial implementation stage to all youth, aged between 18 and 28, with the possibility of extending to additional age groups when financial resources allow.

Benefit delivery mechanism
Assistance is paid in USD through a money transfer agency (OMT) with over 1,300+ redemption points across the country. Accessibility of individuals to their assistance is prioritized through close coordination with the financial service provider.

Monitoring and evaluation mechanisms and frequency
Grievance Redress Mechanism (GRM): a GRM system and a call center are established to address feedback, complaints and queries raised by recipients of the NDA to increase accountability, tailored to the range of differing needs of persons with disabilities. The call center will serve as the primary channel for the GRM.
