(i) Adult person age 16 years and over; (ii) Cook Islander or Permanent Resident; (iii) Residing in the Cook Islands; (iv) Cannot work or support self by own means or labour due to illness or disability: Hold medical certificate.

Benefit delivery mechanism
The benefit is paid directly to the recipient’s bank account. Infirm benefits: In cases where the beneficiary’s mobility is impaired so as to make it difficult for them to access their account, the benefit can be paid to the caregiver’s account (based on careful assessment and consideration). Generally, family members are trustees who are registered with Welfare Division.

Monitoring and evaluation mechanisms and frequency
This function is carried out by the Destitute and Infirm Persons Relief Committee, which meets once a month. The monitoring is supported by welfare officers in the different islands across the country and is carried out every 3 months. In the case of the infirm benefit, beneficiaries are required to provide updated medical reports every 3 months and these documents are reviewed by the Infirm Committee. This is then followed up by home visits by the welfare officers.
