Programme objectives
The objective of the program is to create a social security net for vulnerable urban youth, and generate training and labour intermediation opportunities for young participants. There are three specific objectives: i) provide short term income opportunities to youth through short term employment in vulnerable neighborhoods, to mitigate the effects of the elimination of fuel subsidies; ii) provide access to training for youth living in vulnerable neighborhoods; and iii) provide institutional strengthening to the Social and Economic Fund (FAES) and the Ministry of Social Affairs and Labour (MAST).

Eligibility criteria
i) Cash for work: Young people between 18 and 35 years old, unemployed and not studying, and residing in vulnerable neighbourhoods selected by the programme;
ii) Professional training: Young people between 16 and 29 years old, who are neither studying nor working and who have completed at least their 6th year of basic education.

i) Temporary employment (cash for work): The value of the work must represent at least 70% of the total value of each project; professional training: participants will receive a stipend to cover transportation and meal expenses.

This component will support MAST in the development of social protection strategy and its related studies including the strengthening of the destinatary information system and will also support the design and implementation of a labor intermediation service, including the development of: i) service offer for jobseekers and employers; ii) association strategy with employers; iii) strategic management plan; iv) labor intermediation technology platform, including hardware and software; and v) road map for a labor markets information system including mechanisms to collect demand and supply side information, as well as to process and disseminate information.
