At the South-South Exchange Conference on "Integrating Social Policies and the Delivery of the Social Protection Floor" organized by the ILO and the Royal Government of Cambodia in May 2013, Mr Martin Hirsch (President, Civil Service Institute and former High Commissioner for Anti-Poverty and Youth Policies, France) spoke about France's Service Civique and Revenu de Solidarité Active (RSA) programmes. The civil service aims to provide young people exposure to work opportunities and work environments. RSA is an active income solidarity programme that ensures that everyone earns up to a certain income.
