Somalia Social Protection Policy

The Federal Government of Somalia defines social protection as “government-led policies and programs, which address predictable needs throughout the life cycle in order to protect all groups, and particularly the poor and vulnerable, against shocks, help them to manage risks, and provide them with opportunities to overcome poverty, vulnerability, and exclusion”. The development of Somalia’s first Social Protection Policy and eventually the framework is a political milestone for Somalia that begins weaving the fabric for the social contract between the government and the people of Somalia. The policy cuts across sectors and is ambitious in its view of the future to match the expectations of the Somali people.
