Informal employment is highly persistent and path dependent. Informal workers are predominantly found in low-paying, low-skill jobs. They do not have sufficient opportunities neither to upgrade their skills, nor to prove having the skills that formal jobs require. Too often, their children, too, face challenges with getting sufficient education ad transitioning to formal employment. How can we break those intra- and inter-generational cycles of informal employment? What is the role of social protection systems in doing this?
