The “Inter-Agency Social Protections Assessment (ISPA) tools” webinar series was organized by ISPA and was composed of five webinars (the final webinar being a Spanish webinar on the same topic of the fourth) and all focused on introducing the ISPA tools, their importance, how to implement them and the ways to improve their efficiency. Furthermore, the series also included a case study implementing and assessing the tools. At the end of every webinar there was a space for questions from the audience from all around the world. The series ran from September 2016 to March 2017.

The first webinar of the ISPA tool series was titled “Assessing the Quality of Social Protection Payment Delivery Mechanisms” and was held on 7th September 2016 and presented by Matthew Hobson, Sr. Social Protection Specialist, Laura Rawllings, Lead Social Protection Specialist, Caroline Pulver, Consultant, and Harish Natarajan, Lead Financial Spector Specialist, all from the World Bank Group. This webinar had the purpose of showing the importance of the social protection payment delivery mechanism tool in countries, through a comprehensive overview of its core elements, key actors and objectives. The discussion reiterated that payments need to be delivered properly otherwise the social protection programs will not function, and the speakers answered questions about the role of the Government in the implementation. The second webinar of the ISPA tool series was titled “Assessing Social Protection Payment Delivery of the Productive Social Safety Net Program (PSSN) in Tanzania” and it was held on 28th September 2016 by Luz Rodriguez, Social Protection Consultant from the ISPA Coordination Team, Muderis Mohammed, Lead Social Protection Specialist from the World Bank Group, Ladislaus Joseph Mwamanga, Executive Director of the Tanzania Social Actin Fund (TASAF) and Amadeus Kamagenge, Director of Community Support of TASAF. The webinar introduced Tanzania’s situation, evaluating its GDP and population level and critical focal points such as its 42.5% of chronic malnutrition and its life expectancy at birth of 61.5 . Then, the speakers presented the Productive Social Safety Net Program (PSSN) and explained how it was implemented, to whom it was focused, and its main components. The discussion covered the types of payments used and also people’s opinion on its effects. Thereby, the main results and the lessons learned were brought to the discussion. The speakers finished the webinar answering questions about access to information for the beneficiaries. The webinar was organized by the coordination team of the ISPA. The third webinar of the ISPA tool series was titled “How to use the tool for successful delivery of social protection payments?” It was held on 9th November 2016 and was presented by Caroline Pulver, Financial Inclusion and Payments Expert, Quanita Khan, G2P Payments Expert, and Harish Natarajan, Lead Financial Sector Specialist, all from the World Bank Group. The discussion focused on the process of applying the ISPA tools for social protection payments and how to achieve more effective implementation. Relevant topics were explained such as criteria and key areas that classify a supportive environment for payment of social protection. In addition, the speakers used an example and rated an environment with the participation of the audience. The creation of an inventory that structures the situation of a country on its social protection programs and payment systems delivery mechanisms was also a topic of the discussion and the presenters answered questions on when it is advisable to implement such programs in a country. The two last webinars of the series were titled “ISPA tools and their role to support countries to produce well-informed, rapid diagnostics of their social protection systems” and were held in English on the 9th March 2017, by Veronika Wodsak, from the ISPA Coordination Team and ILO in Geneva and in Spanish on the 16th March 2017, by Luz Stella Rodriguez, from the ISPA Coordinator Group and World Bank Group. The “ISPA tools” webinar series offers a complete experience on what are the tools and how they can be better used by countries, allowing social protection experts, policy makers and stakeholders to learn more about it and improve their programs. Moreover, as seen in the case of Tanzania, the tools facilitate dialogues within Governments agencies, development partners and the Government. The assessment of a program is what guarantees that it will function properly and produce the effects expected, fulfilling a part of the risk management gap in the society. In July 2017, socialprotection.org and the ISPA coordination team will be launching a new series of webinars dedicated to specific ISPA tools: the Core Diagnostic Instrument (CODI) and Public Works.
