Comparing apples to oranges: why we should not judge emergency social protection by the same standards as in non-crisis times

The COVID-19 pandemic required national social protection systems to expand at unprecedented scale and speed in order to damper the crisis’ socio-economic ramifications for the livelihoods of millions across the globe. As emergency social protection starts to make way for more regular services delivery again, these emergency programs are being evaluated and lessons learned incorporated into the standard social protection toolbox. However, caution is due when evaluating the (successful?) program design of emergency interventions by the same standards we would place on initiatives in non-crisis times. The webinar Profiles of pre-COVID-19 social protection systems in Bhutan, Bangladesh and Maldives and a snapshot of their COVID-19 responses was the sixth event of the Social Protection in South Asia series. It took place on October 22, 2020, and was jointly organised by the IPC-IG and UNICEF . The webinar was moderated by Abdul Alim (UNICEF ROSA) who was joined by presenters Fabianna Ferreira, Krista Alvarenga (both IPC-IG), and Mekonnen Woldegorgis (UNICEF Bangladesh) .
