The types of benefits provided by public pension systems differ across countries. The public pension system in most countries is based on an earnings-related pension scheme and can either take the form of a common scheme for all employees or of several parallel schemes in different sectors or occupational groups. For the purposes of the application of Regulation 883/04 on Coordination of Social Security Systems, determining whether a pension benefit is considered a social security benefit is crucial. This is also the case for (guaranteed) minimum pensions.
This toolkit considers the implications of linking humanitarian assistance for displaced populations with social protection for ensuring the basic needs and wellbeing of displacement-affected populations. With this toolkit, we aim to offer guidance for both government and non-governmental actors (i.e. implementing agencies and donors) providing assistance in displacement settings.
This toolkit offers guidance to government, non-governmental and international actors providing (or planning to provide) assistance to displaced populations, to help them consider whether and how NGO/ internationally-led humanitarian assistance might be linked with state-led social protection, based on analysing the key contextual factors and actors in their displacement setting.
This report analyses some important cash and in-kind social protection provisions available to adults with disabilities (i.e. people aged 18 or above). There are other important provisions available to them in other areas not covered in this report.
