ASPects 4: Institutional Arrangements and Partnerships
Welcome to the fourth course of the e-learning series on Adaptive Social Protection. This course explores the Building Block 'Institutional Arrangements and Partnerships' of the Adaptive Social Protection Framework developed by the World Bank in the paper 'Adaptive Social Protection: Building Resilience to Shocks'. ASP refers to efforts to integrate social protection, disaster risk management (DRM) and climate change adaptation (CCA), with the main objective of making programmes shock responsive, as well as building up the resilience of poor and vulnerable households to increase their capacity to prepare, cope with, and adapt to shocks.
The learning objectives of the entire course are:
- Recognise the importance of policy coherence in ASP.
- Recognise the role of multisectoral coordination for ASP.
- Recognise the importance of (de)centralisation in ASP?
- Recognise the potential for strategic partnerships between government and humanitarian actors in the delivery of ASP.
Course Structure
The course takes between 2 to 4 hours to complete and is structured into five Modules:
- Module 1: Introduction to building block 4
- Module 2: Establishing coordination for ASP
- Module 3: (De)centralisation arrangements and capacity building
- Module 4: Bridging the governmental-humanitarian divide
- Module 5: Course wrap-up
The modules are designed to be learner-centred, engaging, and rich in interactive elements and using a combination of learning materials (PPTs, videos, podcasts and/or infographics) and reflective activities. After concluding all required activities, including module quizzes and an evaluation survey, the participant can earn a certificate of completion.
