This is the first course of the e-learning series on Adaptive Social Protection. This course explores the Building Block 'Programme and Delivery Systems' of the Adaptive Social Protection Framework developed by the World Bank in the paper 'Adaptive Social Protection: Building Resilience to Shocks'.

Adaptive Social Protection (ASP) refers to efforts to integrate social protection, disaster risk management (DRM) and climate change adaptation (CCA), with the main objective of making programmes shock responsive, as well as building up the resilience of poor and vulnerable households to increase their capacity to prepare, cope with, and adapt to shocks. Whilst well elaborated conceptual approaches to ASP exist, its practical operationalisation and learnings from the field are still not sufficiently defined, built on, and shared. Social protection practitioners and policymakers, along with coordinating partners from other relevant sectors, e.g., DRM and CCA, could gain from structured learning materials that translate how the ASP approach and its building blocks can be turned into reality.

Course objectives:

Social protection programmes can be specifically designed to support building beneficiaries’ resilience capacities (cope, prepare, and adapt). Some important questions are: Who will be reached? Are they the most vulnerable to shocks? How can the benefits provided maximise resilience-related outcomes among beneficiaries? What design features support the capacity to prepare, cope, and adapt? What can be learned from practical experiences?

The learning objectives of Course 1 'Programmes and Delivery Systems' are:

• Recognise the importance of protection programmes for resilience building and shock response.
• Identify ways in which social protection programmes can be designed and adapted to support the capacity to prepare, cope, and adapt to shocks.
• Recognise the importance of the social protection delivery chain to deliver programmes that can be scaled up and respond to shocks.
