Pascal is a Civil Servant Professional and Presenter in local, regional and international Conferences. Additionally, he provides training about efficiency in use of resources in the health sector. At present, he is employed by the Ministry of Health in Rwanda as a Health Insurances Policies Specialist. He was previously a fellow in the Access Project (A Columbia University project) and the University of Rwanda, School of Public Health. As a fellow in these institutions, he was a District Health Advisor in strengthening Decentralized Healthcare Work Forces capacity in Health planning, Health Facilities Finance Management, Decentralized Workforce management and development, as well as, advised districts on implementation of health related policies, namely the Community Based Health Insurance (CBHI). With long standing experience in the health sector, varying from Community Based Health Insurance, Social Protection and Community Welfare and health sector policies and Planning. His area of interest within the economics and development fields are in health economics, development economics, political economy and behavioral economics with a focus on policy-oriented topics related to community development, access to healthcare, efficiency and equity in healthcare policies, health systems strengthening. has participated in local and international conferences He holds a PMH with focus in Health Economics from the University of Cape town (South Africa) and a BSc in Economics majoring in Rural Development from the Universite Libre de Kigali.
