Using the exogenous rule for the public pension benefit and a dataset for the elderly population from South Korea – one of the developed Asian countries, I provide new evidence of how pension eligibility affects retirement and healthcare utilization. To overcome selection bias, I rely on a regression discontinuity design (RDD) to compare the outcomes of those barely above and below eligibility age thresholds.

Universal health coverage has been proposed as a strategy to improve health in low-income and middle-income countries (LMICs). However, this is contingent on the provision of good-quality health care. We estimate the excess mortality for conditions targeted in the Sustainable Development Goals (SDG) that are amenable to health care and the portion of this excess mortality due to poor-quality care in 137 LMICs, in which excess mortality refers to deaths that could have been averted in settings with strong health systems.

This research utilizes an innovative approach to the concept of social protection, considering it in a broad sense, including not just welfare and pensions, but a range of policies for the labor market, education system, healthcare, and social programs for providing housing and other assets. This approach provides an opportunity to look at social protection in the context of structural transformation of the economy, anticipated changes in demographic patterns, social structure and changes in the lifestyles and values of people in the medium and long terms.
