Description

The EU-China Social Protection Reform Project (SPRP) is a project co-funded by the European Union and China, running from 2014 to 2019. The overall objective of the project, as laid out in the Financing Agreement signed by the EU and the GoC, is to support China in further developing social equity throughout its society.

The project activities are supporting the Chinese government in contributing to the improvement and inclusiveness of China’s social protection system through the strengthening of the institutional capability for developing policies, the implementation of legal & regulatory frameworks and the supervision of systems related to social insurances, social assistance and financial management in the area of social security.

The main purpose of the project will be achieved through the following three components:

Component 1: Consolidation of institutional capacity for social protection policy development and reforms in collaboration with the National Development and Reform Commission (NDRC).

Component 2: Enhancing the institutional capacity for financial management and supervision concerning social security funds in collaboration with the Ministry of Finance (MoF).

Component 3: Improving the legal framework and policy for social assistance in collaboration with the Ministry of Civil Affairs (MoCA).

The activities of the project are performed by a Consortium of European States organizations:

  • Ministry of Employment and Social Security (MEySS); Spain
  • International and Iberoamerican Foundation for Administration and Public Policies (FIIAPP); Spain
  • Agence Française d'Expertise Technique Internationale (Expertise France); France
  • Ministry of Labour and Social Affairs (MoLSA); Czech Republic
  • Scuola Nazionale dell’Amministrazione (SNA); Italy

Besides the specific project results, the SPRP provides a unique mechanism to support cooperation and partnership that has been set up between Europe and China, as by:

  • Establishing a Mechanism for EU-China High Level Dialogue on other significant matters at a more global level.
  • Creating several partnerships between Specialized Public Bodies of EU Member States and the Chinese Government Agencies.
