Food Subsidies and Direct Social Assistance: Towards Better Targeting of Monetary Poverty and Deprivations in Tunisia
This report proposes an initial analysis of ways to optimize direct transfers in order to fine-tune the social transfer procedures adopted by the Ministry of Social Affairs. This report draws on the lessons learned from international experience, in particular, the Iranian, Indian and Moroccan experiences. A series of public policy scenarios is presented. These scenarios analyze the impact on poverty of i) a change in the budgetary envelope allocated to the CGC and the PNAFN ii) trade-offs between direct and indirect transfers if the procedure presented in this report is adopted.
