This second edition of the Annual Digest of Social Protection Reforms in the Arab Countries serves as a comprehensive – albeit not exhaustive – record of the remarkable efforts made by the region’s governments throughout the year 2023. In this context it is encouraging to observe that while the overall number of recorded reforms is nearly unchanged, 2023 was marked by a larger share of comprehensive structural reforms compared to 2022.

These crises have resulted in around 70 million people, including 27 million children, in need of humanitarian aid,1 with countries like Syria, Yemen, Iraq, Libya, occupied Palestinian Territories (oPT), Lebanon and Türkiye being particularly affected. There is a pressing need to invest in connecting humanitarian cash and voucher assistance (CVA) with social protection (SP) programmes.

Multi-Purpose Cash Assistance (MPCA) as well as sectoral cash assistance can represent the entry point for generating linkages with existing social protection schemes and in the mid-term, for hand-over of assistance for humanitarian population of concern to governmental-led assistance.
