Economics of population health and food systems

As a Senior Program Specialist or Officer, you will develop, support and monitor a variety of research activities, including programming that will help build the field of food systems and public health research. You will bring to the FEH team economic expertise that may be applied to our work on food systems and/or NCD prevention. You have insights into the role of public finance in development, including fiscal and trade policies and their influence on consumption, revenues and equity. You can apply your expertise to understanding change in food systems and interventions for improving the consumer food environment in order to improve access to, and affordability of healthy diets.

Employment and Growth

As a Senior Program Officer or Program Officer, As the Senior Program Officer, you will develop a portfolio of Southern-led research on how to promote inclusive growth, with a strong gender lens. A key element will include research on the role of the private sector in meeting development challenges, and new business and financing models that combine profit motives with social and environmental goals.  You will also be responsible for promoting engagement and innovative collaboration between IDRC, private sector actors and collaborators, international leaders in this field, and local experts and practitioners.

Governance and Justice

As the Senior Program Officer or Program Officer, you will identify critical research issues related to governance, security and justice, with particular emphasis on addressing gender inequalities. You will also take the lead in developing, managing, monitoring, reporting on and evaluating a portfolio of research projects, and support the development of partnerships with other funding agencies. In particular, you will provide intellectual leadership to identify and create strategic synergies with other thematic programs in IDRC and stakeholders (domestic and international) to ensure that IDRC is supporting key development challenges and opportunities in low and middle-income countries. 

 

Overview of Qualifications

PhD. (preferred) OR Master’s degree in a relevant discipline;
Experience in leading, managing and conducting research projects on relevant issues;
Establishing and building partnerships with research organizations;
English and French language skills at an intermediate level.

The Faculty of Social and Political Science at the National Autonomous University of Mexico will hold a Mid-Term Conference on the theme of Education and Exclusion, to be held 20-21-22 September, 2017 at the National Autonomous University of Mexico.

Consistent with the theme of the conference, papers should address relevant aspects of the following issues:

1) Access and equity in Education in light of social rights and market demands;

2) Limits and conditions of educational funding: State, international agencies and enterprises;

3) From educational systems to school management: objectives, structures and deficiencies in educational administration;

4) Evaluation of educational outcomes: standardized tests and evaluations and other sources of evaluation;

We are looking to recruit a team leader and a number of technical experts in order to support the upcoming Ghana Employment and Social Protection Programme. The overall objective of this project is to provide technical assistance to the Ministry of Gender, Children and Social Protection (MGCSP) in collaboration with the Local Government Service (LGS) to enhance the effectiveness and efficiency of the social protection system in Ghana at national and decentralized levels. Qualifications:

The Abdul Latif Jameel Poverty Action Lab (J-PAL) is a network of more than 140 affiliated professors from over 40 universities who work to reduce poverty by conducting randomized evaluations of social policies. J-PAL Europe seeks to reduce poverty in the region by ensuring that policy is informed by scientific evidence. We accomplish this through rigorous research, policy outreach, and capacity building.

Job Description

J-PAL Europe is looking for a highly-motivated and skilled Social Policy Research Associate/Writer to support the development of a literature review on topics relating to social inclusion policy in Europe. This literature review will discuss the current research on the impacts of social inclusion interventions, with a focus on education, immigration, and youth employment policies targeting disadvantaged populations in Europe.

The literature review will help set the research priorities for J-PAL’s European Social Inclusion Initiative, a research fund that aims to support a coordinated set of randomized evaluations that will help fill the evidence gaps. The initiative is chaired by Luc Behaghel and Marc Gurgand at PSE, who will directly supervise this project. 

We would like to fill the position by April 2017, with a project completion date in July 2017. The Social Policy Research Associate/Writer can work remotely.

Responsibilities

The Social Policy Research Associate/Writer will participate in the research and writing of a new literature review around Social Inclusion policies in Europe, for J-PAL Europe’s office. Responsibilities include:

Research:

(i) Work with the European Social Inclusion Initiative leading scholars to define the scope of the review. Potential topics include:

Education policies for disadvantaged students (e.g. parental involvement campaigns, innovative teaching methods to improve cognitive and non-cognitive skills, boarding schools or remedial after-school tutoring);
Immigrant and refugee inclusion policies (e.g. welfare programs for migrant families, information campaigns to help parents navigate the host country’s education system, host-country language courses for immigrant students);
Employment policies for disadvantaged youth (e.g. mentoring and job-counseling programs, interventions to reduce discrimination in the workplace)

(ii) Review and analyze existing research (impact evaluation using experimental methods, and high-quality quasi-experimental methods) on inclusion policies in Europe.

Writing/Editing: Accurately summarize and distill key findings from high-quality micro-economic research in the field of social policy. Draft recommendations for areas of future research. Assist with the literature review editing process.

Qualifications

Your attention to detail, demonstrated research expertise, and excellent writing skills in English make you an ideal candidate for this position.

Education: You hold a graduate degree in economics, public policy, public administration, or related quantitative field. Candidates with a PhD in these areas will be strongly preferred.

Experience: Strong background in quantitative research and writing in English; demonstrated understanding of quantitative research methods and micro-economic impact evaluation of social programs; excellent time management skills; ability to work independently. Good reading level in French and/or German will be an asset.

Attention to Detail: Strong ability to independently manage a time-sensitive workflow while maintaining absolute accuracy with details. You have exceptional attention to detail.

The Technical Assistance Team is part of the wider programme of DFID’s support to social protection through Social Protection Programme 2. SPP2 delivers two outputs:

the continuation of the Cash Transfers to Orphans and Vulnerable Children Programme, a central component of the Government of Kenya’s National Safety Net Programme; Providing 40,000 households with a cash transfer payment every two months and
the development of a national social protection system, led by the Government of Kenya, through technical assistance to the National Safety Net Programme (NSNP).
