Acting early, even before a shock has happened, is essential to reduce the impacts of disasters on vulnerable populations and increase the cost-effectiveness of support. Shock-responsive social protection systems that focus on disaster response are important, but they are only one part of the picture in managing climate risks. Can social protection programs enable early action at scale?

In this webinar, we will learn from experiences of delivering forecast-based cash transfers in advance of shocks and discuss options for financing large scale forecast-based action. We explore how social protection can link climate information and financing for improved early action. The webinar builds on the recent brief Resilience solutions: exploring social protection linkages to forecast-based financing and reflects on experiences from both the development and humanitarian world.
